On April 14, 2025, former President Donald Trump proposed deporting certain U.S. citizens convicted of violent crimes to El Salvador’s notorious Terrorism Confinement Center (CECOT), a maximum-security prison known for its harsh conditions. During a meeting with Salvadoran President Nayib Bukele at the White House, Trump suggested that Bukele would need to “build about five more places” to accommodate additional prisoners. Trump instructed Attorney General Pam Bondi to explore legal avenues for deporting U.S. citizens with serious criminal records, describing offenders as individuals involved in violent crimes like assault and rape. When questioned, Trump confirmed that American-born criminals could be included if deemed dangerous. White House Press Secretary Karoline Leavitt noted that the proposal is still under legal review and emphasized it remains an idea at this stage .​

This proposal raises significant legal and human rights concerns. The Alien Enemies Act of 1798, which Trump has previously invoked to deport foreign nationals, has been applied in the past to deport Venezuelan migrants accused of gang ties to El Salvador. However, applying this act to U.S. citizens is unprecedented and likely illegal, as it bypasses due process and violates constitutional protections. Legal experts argue that such actions would defy Supreme Court rulings and undermine the separation of powers .​

The proposal has sparked controversy, with critics accusing Trump of attempting to emulate authoritarian practices. During the same meeting, Trump praised President Bukele, referring to him as having the “best relationship” with the “coolest dictator in the world” .​

While the proposal is still under legal review, it has ignited a national debate about the limits of executive power, the rights of U.S. citizens, and the potential for human rights abuses under the guise of combating crime.
